Dear
friends and neighbors:
In my
19 years in the House of Delegates and the Senate of Virginia, it has been both a privilege and an honor to serve the constituents of the 7th District. I always keep uppermost in my mind that I work for you and always do the very best I can to represent your interests. I have spent my years in Richmond focusing on the key responsibilities of the Commonwealth—education, public safety, transportation and efficient, transparent government.
While we should always strive for improvement, we have a lot to be proud of in Virginia. For the fourth year in a row, we have been ranked the best state in which to do business and ranked as one of the best-managed states in the nation, one of the safest in the nation and our colleges and universities are the envy of the nation. And, Virginia Beach has consistently ranked as one of the best cities in the United States to raise a family.
As we take pride in these achievements, we must continue working hard to ensure that Virginia maintains a leadership role. Due to our geography and the inherent capabilities of the Hampton Roads workforce, we are uniquely suited to play a significant role in the emerging energy field. I will continue to dedicate much of my time and efforts in promoting new energy projects locally and in other areas of the state, to grow our economy by creating new jobs through the development of environmentally friendly renewable and alternative energy resources.

W. Wagner was elected to the State Senate of the Virginia
General Assembly during a special election in December 2000,
winning nearly 70% of the electoral vote. He currently
represents the 7th Senatorial District in Virginia Beach.
