Dear Friends:

On Thursday, July 1st many new laws go into effect that could impact your daily life. Below are listed just a few of the more than 900 laws that will go into effect July 1 that may affect you or members of your family.  If you have any questions about these or any other laws that will be enforced as of July 1, please feel free to contact my office.

Speed Limits
VDOT can raise the speed limit from 65 to 70 mph on interstates and other limited-access highways.

Seat Belts
Young people, ages 16 and 17, riding in the back seat of a car must buckle up and can be ticketed if they are not wearing seat belts.  Front seat passengers, ages 16 and 17, can also be ticketed for not being buckled.

Move Over Law
Motorists approaching a tow truck or highway maintenance vehicle with flashing amber lights must change lanes, if possible.

Underage Drinking
A juvenile who commits a second offense of underage possession of alcohol can lose his/her driver s license for up to a year.  Also, courts can no longer issue a restricted driver s license for school travel to anyone under 18 who has been convicted of driving under the influence or refusing a breath test.

Concealed Weapons
People holding concealed-handgun permits can carry concealed weapons into bars and restaurants, but they are not allowed to consume alcohol.

State Employees
New state employees hired on or after July 1st must pay 5% of their retirement costs.  Local governments and school divisions have the option of paying some or all of the 5% for their new hires.

Text Messages
Anyone who sends an obscene or vulgar text message with the intent to coerce, intimidate or harass will be guilty of a Class 1 misdemeanor, punishable by up to 12 months in jail and a $2,500 fine.

Flags
A unit owner s or property owner s association cannot bar a property owner from displaying the American flag.  They can establish reasonable restrictions on the size and placement of the flag.
